中国金属资源利用有限公司于2012年落户于绵阳游仙经济开发区四川保和富山再生资源产业园国家“城市矿产”示范基地内，是香港主板的上市公司（港股01636），是香港恒生指数的成分股，是深港通首批交易股之一。

一、公司简介

公司主要从事再生资源有色金属的开发与利用，现已形成了以废旧铜为主的铜加工、再制造的较为完整的产业链和金循环再生资源交易结算平台。公司已在国内全资控股11家实体公司，参资1家公司，公司员工近1000人，尤其在四川绵阳的产业发展已经初具规模，从落户绵阳的四年中，截止2016年底，在绵阳所属企业已累计实现销售收入197.8亿，已实现税收12.4亿，其中绵阳铜鑫铜业公司2016年完成销售45.35亿元，实现税收1.18亿元。公司拥有专利技术38项，“竖炉式氧化炉+节能式平板精炼炉+连铸连轧”、“利用废铜生产低氧铜线坯技术”和“紫杂铜精炼法连铸连轧生产无氧铜杆技术”等，具有国内领先水平，获省级科技成果认证。公司生产的产品铜杆、铜排、铜米、铜阳极板、铜丝及其电线电缆、通信网络线缆销售遍布全国二十几个省市地区，稳占川渝两地市场，部分产品出口欧美国家,并与南车集团、铜陵有色、大冶有色、大唐电信、大华股份等上市公司做生产配套，相关产品已经应用在武广高铁工程、广州地铁工程、武汉地铁工程等国家大型重点工程中。公司控股的四川金循环电子商务有限公司交易结算平台利用互联网技术，发展的“互联网+金融+物流+循环经济产业”的运行模式是对行业资源的整合，实现了虚拟与实体产业的有效结合，搭起了资源回收交易、加工、结算的桥梁，用互联网思维改变了再生资源行业从线下到线上交易、结算的经营理念，是一个崭新的营运模式，已累计实现电子交易额1313.73亿，并建成了行业首个智能化定位系统、10个标准化金属加工及仓储物流基地。

二、未来发展目标

公司将乘势国内产业转型升级期发展的大好机遇，把握行业优势、资源优势、人才优势，立足绵阳，实施战略扩张。力争用3年时间把公司打造成千亿级集团企业，成为全球废旧铜标准的制定者，掌握全国废旧铜的定价发言权，为国家提供30万吨铜战略储备。一是建成全国最大的废旧铜加工及再制造企业，形成年熔融加工废旧铜60万吨，铜深加工再制造40万吨的能力；二是建成全国最大的再生资源交易结算平台，建成50个覆盖全国的标准化金属加工、仓储物流及货物交割地，实现大宗商品线上线下的同步交易与结算，实现4000亿电子交易结算额，形成100万吨标准铜加工能力和400万吨标准铜、铝的交易量。

Ⅰ.Company Development

     The company is mainly engaged in renewable resources, non-ferrous metals development and utilization, has now formed a scrap copper based copper processing and remanufacturing of a relatively complete industrial chain and the gold recycling renewable resources trading settlement platform. The company has wholly-owned 11 entity companies in China, and holding share of a company.The company with nearly 1000 employees, industrial development has begun to take shape, especially in Mianyang, Sichuan. Since four years ago in Mianyang, by the end of 2016, the enterprises in Mianyang has a total sales revenue of 19 billion 780 million, has achieved 1 billion 240 million tax, with which Mianyang Tongxin Copper company completed sales of 4 billion 535 million yuan and 118 million yuan of tax in 2016. The company has 38 patents, "shaft furnace oxidation furnace + energy-saving plate refining furnace + continuous casting and rolling","the use of waste copper to produce low oxygen copper billet technology" and "technology of purple copper refining continuous casting and rolling to produce oxygen-free copper rod ",all of which have reached the leading domestic level and certified by the provincial scientific and technological achievements. The company's products of copper, copper rod, copper wire, meters, copper anode plate, wire , cable and communication cable network were sold throughout twenty provinces and cities in the country, and Occupys the market of Sichuan and Chongqing, some products even exported to Europe and the United states. The company also produces supporting products with some listed companies ,such as CRRC, Tongling nonferrous metals, Daye nonferrous metals, Datang Telecom, Dahua Technology and so on. Related products have been applied in the Wuhan Guangzhou high-speed rail , Guangzhou metro , Wuhan metro and other major national key projects. The company holding Sichuan golden circulation Agel Ecommerce Ltd transaction settlement platform, which uses the Internet technologyto develop the mode of operation that Internet Plus + financial + logistics circular economy industry ",which is the integration of industry resources. It has realized the effective combination of the virtual and the real industry, and put up the bridge of resource recovery, transaction, processing and settlement, which uses Internet thinking to change the renewable resources industry from the offline to the online trading. And it  is a completely new operation mode, which has accumulated 131 billion 373 million of the total amount of electronic transactions, and built the industry's first intelligent positioning system, 10 standardized metal processing and warehousing logistics bases.

Ⅱ.Development goals

The company will take advantage of the transformation and upgrading of the domestic industry, grasp the advantages of the industry, resources, talents, to carry out strategic expansion have a foothold on Mianyang. Striving to make the company into a enterprises group of 100 billion , become the world's scrap copper standard setters,  master the country's scrap copper pricing speech, and provide the country with 300 thousand tons of copper strategic reserves. First, we are building the country's largest scrap copper processing and remanufacturing enterprises, to form the capacity of 600 thousand tons of scrap copper are melted in one year,copper deep-processing and remanufacturing of 400 thousand tons;Second is to is to build the country's largest renewable resource trading settlement platform, build 50 nationwide standardized metal processing, warehousing ,logistics and delivery place of goods, to achieve simultaneous trading and settlement of commodities online and offline,realize the settlement of 400 billion electronic transactions and form 1 million tons of standard copper processing capacity and 4 million tons of standard copper and aluminum trading volume.
